How to provide a field for user to give a weighting value

So I want user to choose multiple selections (between 5 and 10 choices) from a list of 18 issues and then to assign a weighted value to each of the choices.  The total points assigned to add up to 100 in Total

Something like this

My Favorite colors in priority and weight are as Follows

RED             50
GREEN
YELLOW
BLUE            15
ORANGE       10
PURPLE        10       
PINK
BLACK            5
WHITE          10
GRAY

Can This Be Done?  If So, How?
