Is there a way to set up a resource allocation task in PsyToolkit. For example, say I want people to imagine they have 100 dollars to donate to 10 charities. Is there a way to given them a list of the 10 charities where they fill in how much they want to give to each while forcing them to give answers that total to 100? If this can't be done in a survey would it be possible in an experiment?

This sounds to me liike a task you want to do in "surveys".
In experiments, this will not be so easy to do.
Ask yourself: What do you want to measure here? Are you interested in the DECISION or in specific reaction times? If this is about decisions people have to make, it is easiest to do this in a survey. But I understand you have to keep track of whether the sum of donations goes exactly to the amount they have, which cannot be done easily.
In experiments, you can do it, but it requires quite a bit of clever coding. I will email you with a solution as well.
